Abstract

This article intends to propose a review of the global and regional institutional framework involving human rights and occupational safety and health. Central axis will be the strategies adopted for the generation of public policies focused on prevention and protection of workers against occupational hazards.
The development and implementation of public policies on occupational safety and health is one of the challenges that must be assumed under participation of different social agents, within the framework of social dialogue and the rights approach. To this end, the Ibero-American Strategy for Safety and Health at Work (EISST) is conceived as a recommended tool for governments, business and trade union organizations, insurance companies, professional groups, the education sector and society among others, to commit themselves and adhere to the objectives set forth in the document and thus establish in a consensual manner the general framework governing health and safety in the current labor scenario of the region.
The contextualization on public policies in occupational health is carried out based on a systematic literature review. The importance of occupational safety and health strategies and the need to develop and implement public policies with a human rights approach are highlighted. Furthermore there are policies to encourage dialogue among social agents promoting the achievement of decent work.
