The decline in expenditure on health and social services in Spain has not only been due to the economic crisis but also to an underlying ideological model, since in the Charter of Agreements of Spain with Europe in deficit adjustment does not indicate where these cuts had to be made, this is putting at risk two of the fundamental and subjective rights of our country, that is, the welfare state. The different challenges facing both social protection systems and the different possible solutions to be adopted are analyzed. In this context, it is presented in Spain a phenomenon of draft that must respond and is none other than the phenomenon of aging and for this is presented and exposes a new looks, a new model to understand and address population aging, as well as possible solutions to the challenges posed.
