Conclusions

Congress conclusions

There was a lecture about the Congress Conclusions previously to the Congress Closure.

This lecture was carried out by the General Brigadier MD Alberto Hernández Abadía de Barbará. Spain. (Figure 15)

In summary, these conclusions are:

  • - The threat of pandemics and epidemics is a well-analyzed factor in the different national security strategies. The only question about the outbreak of the cyclic medical crisis is the right moment when these will happen. Due to that, uncertainty cannot justify a lack of readiness for the future unless fatal consequences are affected.

  • - This readiness will be more efficient as deeper coordination is applied.

  • - The nexus between Health and Security are well known yet this crisis has been evident in enhancing the role of the Armed Forces when supporting other Authorities (Institutions) and, eventually, to the civilian population in these emergencies.

  • - The Armed Forces are a reserve of quick response whereby they can contribute to the constitution of strategic reserves to fight against pandemics.

  • - Jointly with the effort invested in the specific response to the crisis, the Armed Forces have been able to implement measures for controlling internal outbreaks, minimizing how the pandemic impacts operations whilst keeping the guarantee of security and stability.
